To add to Mini’s answer, without restating it:
Steel with a higher (as opposed to lower) carbon content will indeed be harder and stronger, yet less workable and more brittle. It will also be more responsive to hardening by quenching than lower-carbon steels.
However, we must recognize that there is a limit to how much carbon can be present and still produce these responses. Steel is generally regarded as an iron-based alloy with anywhere from ~0,1% to 2% carbon (2% is the absolute theoretical limit, and even most high-carbon steels have 1% or less). If you go beyond 2%, you don’t have steel any more. Instead, you have a form of cast iron, which has a whole different set of properties and behaviors.
In short, Mini is right so long as you don’t add so much carbon as to make the material no longer a “steel”. If you do, it becomes a whole different ballgame.
I’m partly wondering about the original question. It could be that whoever wrote it intended that the “high carbon steel” was already at the upper limit. If that were the case, adding more carbon would not increase hardness, strength, etc, but would actually reduce them.
