Sounds like you’re just asking about caulking (clear caulking, in this case).
It comes in soft plastic tubes or in larger quantities in hard carboard tubes that are put into “caulking guns” for extruding.
Some people use the white *silicone* type of caulking/sealant to make the “frosting” for mini cupcakes, etc, made with polymer clay or air-dry clay (for jewelry or magnets or dioramas, etc)… and for making some molds:
